Perry was born October 8, 1876 in Pike County, Kentucky, the son of William Daniels and Mary McCoy. He was named after his great uncle, Perry Cline. Perry married Vicy McCoy, a cousin, on March 10, 1904. He was a coal miner.

On February 7, 1919, he passed away in Welch, McDowell County, West Virginia.
