Frank Larkin was born in Watertown, New York and arrived in San Francisco, California in 1850 aboard the ship "SS New World" via the Panama Canal. He tried his luck at gold mining with limited success before settling in Nevada City in 1851 where he operated a hotel.

In 1854 in Nevada City he married Catherine Mallett who was born in Barnstable, Devonshire, England. She had joined the Mormon church and emigrated to America with her sister Mary. But upon her discovery of the practice of polygamy, she had renounced her new faith and went on her own way to California where she stayed Frank Larkin's hotel.

The couple lived in Nevada City and later Hunts Hill mining camp. In 1870 the couple moved to Banta, San Joaquin County and in 1872 finally settled in Snelling, Merced County.

Frank was a machinist and a farmer, and was the Deputy Assessor for Nevada County and Merced County.

Mariposa Gazette, 28 December 1895, From the Merced Star:
After a long illness, Frank Larkin died yesterday at Snelling. Deceased farmed many years on Dry Creek with varying success and held the position of Deputy Assessor for several terms under Assessor Simonson. He leaves six children, two girls and four boys, to mourn his loss. The deceased was buried at 2:30 o'clock Thursday afternoon from Pythias Castle Hall by Yosemite Lodge No. 30, K of P, of which order Mr. Larkin was a long respected member.

NOTE: Burial location is presumed based on his residency at time of death. It should be noted that Yosemite Lodge No. 30 of the Knights of Pythias was located in Merced, so it is possible that he is buried in the Knights of Pythias section of the cemetery in that city.
