Phillip was the son of Frank Larkin and Catherine Mallett Larkin. Born in Hunts Hill, California, which was the name "proper" people called Gouge Eye that no longer exists. He also lived in Banta, Snelling, Pacific Grove, and Oakland, California. He married Birdie V. Minges in Merced, California. According to his grand nephew, Wayne Larkin, the couple had no children.

During his life he worked as a farmer, chicken raiser, and laborer.

The 1910 Federal Census for Monterey County, Monterey Township, California (Enumeration District 12, page 3A) shows they were living there at that time, where he was working as a farmer and living on Castroville County Road.

The 1920 Federal Census for Oakland California showed the couple were living a 2158 92nd Avenue and that he was employed as a driller in the shipyard there.

The 1930 Federal Census (Dist. 141) showed the couple were then living at 2104 Sunnyside Street and that he was a carpenter who worked odd jobs and that his father in law was now living with them.
