US Congressman. Born in Bethlehem, New Jersey, he graduated from Columbia College, New York City, in 1793. He returned to New Jersey, where he engaged in the management land properties and also was a land surveyor. He was a member of the New Jersey State General Assembly, (1806-10, 1812-13, 1815-16, 1818, 1827), Mayor of Perth Amboy, (1815, 1850) and collector of customs at Perth Amboy, New Jersey, (1829-33). In 1833, he was elected as a Jacksonian to the Twenty-third and Twenty-fourth Congresses, serving until 1837. After his term, he resumed his activities in land managemint until his death at age 92 in Perth Amboy, New Jersey. US Congressman Richard Wayne Parker, was his grandson.
