United States Navy Rear Admiral. In 1918, he graduated from the U. S. Naval Academy and was commissioned Ensign. He was sent to Europe and was stationed on the USS Texas, a ship that was present at the German surrender on November 21, 1918. He became a naval aviator in 1921 and held various positions as a flight commander. In 1941, he reported to Ford Island, Hawaii, as Air Operations Officer for Patrol Wing Two, that protected Pearl Harbor. On December 7, 1941, at the Command Center on Ford Island, Commander Ramsey sounded the alarm at the outbreak of the Japanese attack on Pearl Harbor. He sent the historic message out on the airways "Air Raid Pearl Harbor, this is no drill." For his actions, he was awarded the Legion of Merit. For the remaining course of World War II, he served as Operations Officer on Midway Island, Commander of Aircraft, Pacific Fleet and as Chief of Staff Fleet Air, Norfolk. After the war, he served as Naval aircraft transport Executor and retired a Rear Admiral in 1949. Film actor Logan Carlisle Ramsey Jr, was his son.
