Hazel Luster was born in Robstown, TX to Marion Luster and Ethel Magdaline Schmid. When she was 16, her future mother in law, Bertha Younts, spread pictures across a table of her sons, and Hazel first picked Carl Waller but later changed her vote to Joe. She married him on Groundhog's Day, 1946 and they were together for 52 years. They had one child. They lived in the Corpus Christi area until they removed to Pasadena, TX in the early 1960s when Joe began working for the Sinclair Refinery (later called ARCO).

Hazel liked to take road trips across the U.S. to visit family and friends. She was a longtime member of Richey Street Baptist Church in Pasadena, and her favorite local charity was The Star of Hope (Houston).

She died of a massive heart attack Oct 15, 1998 after a brief stay in the hospital, leaving behind her husband, daughter, two grandchildren, two great-grandchildren, three brothers and numerous other family and friends.
