Cecil was the 6th child of 11 born to Rabern Turnipseed and Clara Bear who lived and farmed in and around Washington County, Iowa and raised their children there.

Her siblings: Maude Ellen, Virgil Earl, Olive Pansy, Elmer Ernest, Homer Richard, Ethel Gertrude, Lois Mildred, Roy Jennings, Lloyd William, and Golda Mae.

The family was living in Cedar township, Washington County, Iowa in 1895. Cecil is noted as "deaf and dumb not in State School for Deaf."

In the 1900 census, the family was still living in Cedar township, and Cecil was noted as an "invalid."

Cecil died of whooping cough at home in Pilotburg.
