Charley was born on "the Old Hays Place" southeast of Fortuna, Missouri, one of a family of 13 children born at the farm.

On October 18, 1897, Charley married Minnie Mae Petree. They never had children, but raised Nettie Mae Jones as their own daughter, when Nettie's mother died the day after Nettie's first birthday. Charley and Minnie never formerly adopted Nettie because her father could not bear to give her up. They also helped, for about 10 years, to raise Lena Hays, their niece, a daughter of Isola (Lewis) and David Peter Hays, after David died when Lena was 6 years old. Charley and Minnie's "daughter of the heart", Nettie Mae (Jones) Garber, is buried next to them. (Find a Grave memorial #52248086.)

Prior to moving to Berkeley, California in 1942, Charley owned and operated a farm near Versailles, Missouri. During the years of World War II he was employed at Colgate-Palmolive Company in Berkeley. Although he was retired from industrial employment just after the war, he was always busy with his hobbies--gardening, painting, knitting, stick craft, and making decorative fly swatters. He was a member of the University Christian church in Berkeley and until recent years took part in various church activities. Regular church attendance was part of his life.

In addition to his wife, Charley is survived by these brothers and sisters: Tom Hays and Mrs. Fannie Cook, Tipton; Mrs. Anna Lehman, California, Mo.; Joe A. Hays and Mrs. Bettie Lehman, Berkeley, Cal.; and Ed Hays, Oakland, Cal. He was preceded in death by his parents and these brothers and sisters: Dave Hays, Mrs. Minnie Lee Bauer, Frank Hays, Till Hays, Mrs. Dicie Dornan and Ercell Hays.
