William was the son of Phillip Goff and Catherine Bricken. During the War of 1812, he served as a Corporal in the 4th (Beatty's) Regiment of Virginia Militia; and later as a Lieutenant in the 2nd Regiment of Virginia Militia. He married Sarah Pearce in Henrico County on 21 January 1809. They had at least five children: William Jr., Sarah Ann Elizabeth, Aurelus Littleton, Emily and Mary Virginia.

He was originally interred in a Goff family cemetery, located at the corner of 13th and Decatur streets in what was then the independent City of Manchester (now part of Richmond). His remains, and those of other family members, were disinterred and moved to Maury in 1891.
