Milly Mattox was born to Valentine Mattox & Mary 'Polly' Shrewsbury at Hawkins County, Tennessee, or present day Knox County. When the Mattox family moved from Virginia to their new farm about 1788, it was located in what was at the time Hawkins County, North Carolina. That area became Hawkins County, Tennessee in 1793, and then Knox County was formed from part of Hawkins in 1795.

Milly married James Allen 10 Apr 1806 at Knox County, Tennessee and together were parents to the following known children:

- Amanda Allen
- Mary Emilia Allen
- James Lawrence Allen
- Martha Ann Allen

James served as a Major in Co 2 of Ballowe's Regiment of the Virginia Militia in the War of 1812. He died in 1847, and Milly lived mostly with her son James and his family for the remainder of her widowhood.

Her name is often misconstrued or confused as Emily or Amelia, but these are in error. In the estate records of Abel Shrewsbury he mentions the nine children of his sister, Mary Shrewsbury Mattox, wife of Valentine Mattox.
Six of the nine children are mentioned by name: Nancy Mattox, William Mattox, Mildred, Nathaniel Mattox, Samuel Mattox and Matilda Mattox.
