He served as both the Prime Minister of Mongolia (June 11, 1974 to December 12, 1984) and the Chairman of the Presidium of the State Great Khural (December 12, 1984 to March 21, 1990). He studied at the National University of Mongolia's School of Economics. In 1948, he became a member of the ruling Mongolian People's Revolutionary Party. He later worked in both the academic and political worlds before being appointed prime minister in 1974. He served in this position until 1984, when he assumed the titular head of state position of Chairman of the Presidium of the State Great Khural. He served as the head of state until 1990, when he retired from politics.
