Armour was the eldest daughter of Charles and Cordelia Elizabeth Welch and was the oldest of the four children from this second marriage of Charles Welch. Her three siblings were Ora (Welch) Jackson, Dewitt Welch and Edessa (Welch) Griffin.

Ora Jackson and Dewitt Welch, along with their parents, Charles and Cordelia Welch are bured in the Ebony Cemetery while Edessa is buried in a Electra, Texas Cemetery. Charles I. Welch's first wife, Mary Elizabeth (Ratliff) Welch died on October 14, 1887 and she and two of her children, Ida Lacondia and John Byrd Welch are buried in the Ebony Cemetery.

Armour Welch married William J. (Black Josh) Philen on December 6, 1908 at Riverside Ranch in Mills County, Texas. William Joshua and Armour Philen were the parents of two children, Lucille and Alton Philen.

"Black Josh" Philen died on October 22, 1934. Later, Armour moved to Rising Star, Texas where she lived for a few years before her death on November 1, 1943 and her burial in the Ebony Cemetery.
