Job was born in Hopewell, New Jersey, He was the son of Jonathan and Rachel Burrows (Burroughs) Stout. Source: "The History of the Stout Family" by Nathan Stout, p. 11). He was a soldier of 1776. Married Rhoda Howell in 1787, daughter of Capt. Abner Howell. The Stouts left Washington County, Pennsylvania to move to Mason/Bracken County, Kentucky. In 1812 they sold their Kentucky land and moved to Franklin County, Indiana.

Job was a member Big Cedar Baptist Church also serving as clerk. He donated part of the property for the church and cemetery. He was the father of 12 children.
