U.S. Congressman. Born in West China, Michigan, he attended the Marine City Academy and was the foreman in the rolling mill of the Milwaukee Iron Company, Wisconsin, (1870-72). He graduated from the law department of the University of Michigan in 1875, was admitted to the bar and commenced to practice law in Detroit, Michigan, then moved to Milwaukee, Wisconsin, in 1883. He was a trustee of the Milwaukee Public Library (1887-91), a member of the common council of Milwaukee (1887-94) and trustee of the public museum, (1891-94). In 1895, he was elected as a Republican to the Fifty-fourth Congress and to the next five succeeding Congresses, serving until 1907. An unsuccessful candidate for re-nomination, he resumed the practice of law in Milwaukee, Wisconsin, until his death at age 72.
