He was born in Ireland in County Monaghan the son of Robert and Mary Anne Neville.
On the 16th September 1902 he married Rachel Hayes at the parish of Donagh, County Monaghan. He was a farmer at the time.
In early 1910 he emigrated to Cape Town. His wife and their three children followed a few months later. They had 6 children in total, three born in Monaghan Ireland and the youngest three born in Cape Town.
In Cape Town he worked at various jobs including bricklayer.
When he died he lived at 19 Alice Street, Goodwood, Cape Town.
