Born in 1852, the son of William D. and Chloey "Louisa" (Callahan)Fore in St. Genevieve County, Missouri. With eleven brothers and sisters, the family traveled to Bastrop County, Texas where William D. Fore died. It is family lore that James became a cowboy riding the range after his father's death. He married Sarah "Sally" Turner in Camp County, Texas in 1871. They had nine children before she died. He remarried Zelda Randall in about 1897 and started a new family. They moved to Muskogee, Oklahoma by 1910. He died of stomach cancer at age 68 while working in Washington D.C. He was returned to Muskogee and buried.

6/21/1920 Masons to Bury Muskogee Politician (Monday) Muskogee, June 20 – Local Masons will have charge of the funeral services for James L. Fore, formerly of Muskogee, who died in Washington, D.C., Thursday. The body is on the way to this city for burial. Mr. Fore was for fourteen years a resident of Muskogee, leaving two years ago for the national capitol. He was a well-known merchant, realty man and politician here. He has been ill for many months.

6/25/1920 Muskogee Politician Buried in Flag. (Friday) Muskogee, June 24 – Draped in a large silk flag, the body of James L. Fore, formerly a widely known Muskogee citizen, who died in Washington, D.C., was laid to rest here. Fore shortly before his death requested that he be buried in the large flag, which he has owned for more than forty years. Funeral services were conducted by the local masons. Rev. Harry Shiffler of McAlester, formerly of Muskogee, conducted the services.
