US Congressman. An 1853 graduate of Jefferson College in Canonsburg, Pennsylvania, he was admitted to the Iowa State Bar Association in 1854. He started a law practice in Iowa City, Iowa, and was elected to the Iowa State Legislature in 1860. When the Civil War began, he was appointed to the staff of Iowa Governor Samuel J. Kirkwood, and used his political influence to help raise troops for the Union Army. At the height of the war he served as Speaker of the Iowa House of Representatives before leaving that office in 1864. Returning to private practice, he served another single Iowa House term in 1876 before being elected later that year as a Republican to represent Iowa’s 5th Congressional District in the United States House of Representatives. He served in that office from 1877 until his death in April 1879.
