Bay was born July 12, 1958 in Saigon, Vietnam. On April 30, 1975 her family escaped certain death just hours before South Vietnam fell into the hands of the communists. By God's grace she and her family were evacuated from the US Embassy and flown by helicopter to the US Midway aircraft carrier. Her family eventually settled in Chenoa, IL and were supported by the love and generosity of the Chenoa, IL and Meadows, IL communities. She came to adopt the United States as her country. Early on she struggled to learn the language, but excelled beyond all hardship and graduated from Illinois State University in 1982 with two degrees. On October 9, 1982 she married her college sweetheart, Jeff.
Bay was a loving, compassionate wife, mother, sister, daughter, and friend. She had a fierce determination to succeed and impact those around her. She worked in the insurance field for 20 years and touched many by her unassuming, quiet nature that was only surpassed by her passion to mentor others.
