James Pollard Billingsley was born August 3, 1854 in Alvarado, Johnson County, Texas to William C. Billingsley and Arena Kirkland. He stood 5ft. 10 1/2in. tall, had blue eyes, dark hair and a light complexion. He had been a farmer in Scurry County, Texas. He was married to Willie McKiddy in about 1890. They had six children. James was the President of the First State Bank in Hermleigh, Scurry County, Texas. He enlisted in the Texas Rangers as a SPECIAL RANGER from October 1, 1917 until January 15, 1919. He reenlisted when his Warrant Authority was renewed December 8, 1918. James Pollard Billingsley died July 30, 1919 in Tarrant County, Texas. He is buried in Dunn Cemetery, Dunn, Scurry County, Texas
