Lawyer and Ohio State Representative. Son of John Culbertson and Elizabeth Jones Smith. Married Christianna Kindred on June 29, 1874 and later studied at Miami University, earning his law degree in 1876. Opened a law practice in Hamilton and was prosecuting attorney of Butler County for ten years. Smith was elected to the Ohio State House of Representatives in 1909 and served here until 1917, when he was elected as mayor of Hamilton, Ohio.
