Mr. Howell was born in Henry County, Georgia. In those days, women often went home to have their children, so his mother traveled to her parents' home, Castle Mound, Peachstone Shoels. His father's job took the family first to Jacksonville and then Tampa, Florida, where he learned to love the water and became an avid swimmer.

He was an accountant in Tampa in the early 1920's. In those days parties were often held in homes and people would stay for several days. At one of these parties, Blanchard met his first wife, Dora Lee Coombs, daughter of William P. and Francie Coombs of Barrens County, Kentucky. They were marriage in Dallas, Texas, on 18 April 1923. One of the stories Dora Lee mentioned about her time with Blanchard was going to a planning meeting for Gasparilla, a celebration held each January in Tampa, a celebration that both Blanchard and his brother Charles took an active part in during the mid-1920's. The marriage unfortunately only lasted about three years. One good thing that came out of this union was the birth of a son, Billy (William Coombs Howell, 1925-2019).

During the latter half of the 1920's, Blanchard and his father formed Howell & Howell, a real estate company. It is unclear if brother Charles was a part of this, but he is not listed in the city directories as a principle of the company.

Toward the latter part of the 1920's Blanchard met Ella Marie Fitch, daughter of Ervin Rawls Fitch and Lyda Leona Balzer. When Ella and her sister Lillian moved to the Washington, D.C. area, Blanchard followed. They were married on 31 May 1931 in Rockville, Montgomery County, Maryland, with Bob Howell and Lillian Fitch as witnesses. This marriage produced two children, both living.

They attended law school at Southeastern University in the District of Columbia in the early 1930's. After passing the bar on the first try, Mr. Howell worked among other places with the General Services Administration and as a lawyer-accountant for the Federal Trade Commission. His job with FTC took the family to many places in the country before ending up in Fairfax, Virginia.

During his time in Tampa, he was active in the social scene and participated in Gasparilla as a pirate each year. He was a veteran of WWI, a Mason, and active in the Methodist Church. He is survived by three children, seven grandchildren, and several great-grandchildren.
