Bertha was the third child of Willam Davis and Amanda (Barker) Devin. Her siblings included Ida, Samuel, and Bernard. She was raised near the Harrison Farm in North Bend Ohio and attended school in Cincinnati. She married Edgar Hall Allen on September 17, 1885 and they moved to Omaha,where he partnered a wholesale grocery business with his brothers. She remained in Omaha over forty years.
Mrs. Allen was noted for her private charities, her interest in Nebraska history and in all civic movements looking to the general welfare of the community. She was an active member of the Daughters of the American
Revolution and founded the Amanda Barker Chapter of D.A.R. in McConnelsville, Ohio, in honor of her mother. She traced and compiled the genealogy of more than 400 members of the Omaha chapter of the Daughter of the American Revolution.
As regent of the D.A.R., Mrs. Allen took personal charge of society's work for the Red Cross, particularly during WWI. She was always busy night and day, preparing immense quantities of army and Red Cross supplies to give to
needy people. She gave liberally of her private funds and was "mother" to a war orphan whom she supported. She was also active with the Women's Club and in her church.
Disliking publicity and display, Mrs. Allen worked quietly, especially in her private charities. But it was known she bestowed money and aid upon many girls and women when help was most needed. Mrs. Allen found time, too, for active participation in the affairs of the Y.W.C.A.
In her historical work she had fostered a plan to preserve historical relics of Nebraska, and to provide room for them in some public building. She personally provided markers for several historical spots in the state of Nebraska.
She died a widow at age 69, outliving her parents, her siblings, and her husband. She was survived by four nephews and a niece: Edgar Allen Devin (Named after her husband), Bernard Jr., Olive, Ralph, and Barker.
