Chester Orlando Rice was born in Vermont, left an orphan and was raised by an uncle in New York.
There he married Angeline White who was born in Glenwood, Erie Co, New York. They moved to Waterloo, Iowa between 1856 and 1858. From there they moved to Osborne, Kansas about 1873. In 1874 Chester changed the spelling of Rice to Roice having seen a family Bible, brought by a nephew, and he thought the handwriting of the spelling looked more like Roice than Rice. He was a farmer, carriage maker and a carpenter.

"Mr. C.O. Roice, who died last week, was one of the oldest and best citizens of Osborne county. He was the father-in-law of Mr. E. Smith and Mr. Frank N. Hatch, who compose the well-known firm of Smith & Hatch. Mr. Roice always took an active interest in the welfare of the county, and was a firm believer in and member of the Baptist faith. Peace to his ashes."
