From Nine Early Texas Families and their origins compiled by The Rev. James Ramsey, Vol II, beginning on page 490:
Marriage records of Garrard County, Kentucky.....list the marriage of Joseph Harbour to Mary "Polly" Stephens February 11, 1799. The marriage records of Garrard County show that "Polly Stevens" had married James Morris July 3, 1797, and that the consent of her father, Abraham Stevens, was given. Evidently Mary Stephens' first husband died, and she married Joseph Harbour as her second husband. She was the daughter of Abraham Stephens. ...
Of the Stephens family, William McElwes Newman, in his Joseph Harbour, Jonathan Newman and some of their Descendants, relates that "Mary Stephens was born in Pennsylvania, August 3 (year not legible). When she was a child, she spoke Dutch or German, only - she called it Dutch. She learned to speak English later and forgot the other. Apparently this was a Pennsylvania Dutch family.
