Joseph and Bessie appear on the 1920 census in Muskogee, Muskogee County, Oklahoma with five children living in the home. On this census record, Joseph's name appears as "Joseph E. Baughman", and his occupation is Commercial Traveler for an Oil Company.

The family appears on the 1940 census in Granite, Greer County, Oklahoma with Joseph's occupation listed as "Foreman Stone Manager for the WPA". His WWII draft registration card indicates that he was working for the WPA on the Lugert-Altus Dam in Altus, Jackson County, Oklahoma. The physical description for him, at this age of 57, says he was 5'10-1/2" tall, approximately 240 lbs, with grey hair and blue eyes. The Altus Dam construction was officially completed in 1947. It is not known if Joseph Madison Baughman worked with the WPA until the completion of this project.

Sometime between 1943-1953, Joseph and wife Bessie moved to Alameda County, California. Jos M Baughman appears in a 1953 directory in Oakland, Alameda County, California.
