Ocia Leonard Allen was the son of James "Maudy" Allen, an Iowa Civil War veteran, and Amanda Smith Burton, an Indiana native who moved to Wright County as a child. Both were married before, had families and were widowed.

Ocia served in Europe in WWI, and upon his return in 1920, married Thelma Davis. Their first child was born in Wright County, then by 1923, he moved his family to Fresno, California, where several Burton siblings had already relocated. About 1928, the Allens returned to Wright County, and eventually moved to Springfield. The Allen family included four sons and a daughter.

In the Mountain Grove, Wright County, Missouri obituary, he was listed as Rev. Allen, having been pastor of churches of Willow Springs and Mansfield, as well as a rural mail carrier.
