Neal was born the son of the late John Joseph and Winnie Lane Brown. Mr. Brown was retired from CBI after 43 years of service. His wife, the former Dorothy S. "Dot" Wright, whom he married Dec. 26, 1942, in Little Rock, Ark., died Jan. 31, 2006. He served in the U.S. Army during World War II and earned a Silver Star, Good Conduct Medal, two Purple Heart Medals and a Victory Medal. He was a member of the First Presbyterian Church in Kankakee, where he was an elder. He was a member of the Elk's Lodge and enjoyed golfing and yard work.

Surviving are one son and daughter-in-law, Terrell "Terry" and RuthAnn Brown of Phoenix, Ariz.; one daughter, Diana Brown of Roselle; four grandchildren and one great-grandson; and one sister-in-law, Ima Brown of Gorman. One brother, J.W. "Dub" Brown, is deceased.
