Sallie Whittenburg was born in the Gooseneck Bend Community in Young County. After graduating from Graham High School, she began teaching at the age of 16 years after passing her primary teaching certification. Miss Whittenburg taught at the Upper Tonk Valley school, at Henry Chapel and the Mountain Home School. She later married H.S. Ratliff and together they were engaged in ranching in King and Ector Counties.

Mrs. Sallie Ratliff moved with her husband to King County, Texas to his ranch following their marriage. The couple later moved to Ector County to establish another ranch which is still operated by the Ratliff families.
