Raleigh, better known as "Dick" was the son of James A. Wheatley and Emma Elizabeth Kirk Wheatley of Tennessee. He married Nora G. Patterson in Chester County, Tennessee on December 22, 1896. They had one child, James Levi Pendell Wheatley.
Dick taught school in Tennessee before coming to the Bardwell area circa 1911. He and Nora lived on their farm between Howard and Bardwell where he farmed.
He was a member of the Bardwell Church of Christ since 1914.
