Lucy was the daughter of Felix and Martha (Foster) Walker. She was born in Chariton County, Missouri. Her parents were homesteading a farm there and, at the time she was born, were still living in tents until her father could get the barn and the house built. In 1880, the family moved to another farm within Chariton County.

Lucy married late in life and has the distinction of having been a mail-order bride. Her husband had been born in Sweden and immigrated to Montana where he had worked on a ranch all of his adult life. He moved to Chariton County, Missouri when Lucy promised to marry him around 1915. They never had any children.
