Elizabeth "Betsy" Rule was the daughter of John Rule, Sr. and Sarah DeHart Rule.

Elizabeth "Betsy" Rule married John Victor, Jr., son of John Victor, Sr. and Hannah Bruington/Brewington Victor, on August 16, 1814 in Bourbon County, Kentucky. They had six children.

Her parents, John Rule, Sr. and Sarah DeHart Rule, are also buried in Old Millersburg Cemetery.
