He was a native of Willacoochee, Ga., residing most of his life in Lake City. He was employed in the pulpwood business until ill health forced his retirement. He was a member of Huntsville Baptist Church.
Survivors include: his wife, Margaret Christine Ratliff, of Lake City, four sons, Billy Joe of Starke, Charles Owen Jr. of Gainesville, Fl., Roger Gerald and Richard Owen, both of Lake City, six daughters, JoAnn Terrell, Jean McCloud, Dandy Harden, Debbie Thomas, and Judy Ratliff, all of Lake City, and Sherrell Corbett of Jacksonville, Fl.; three brothers, David, Bennie and Cecil; three sisters, Maude Truluck, Mary Burnett, and Bessie Jackson, all of Lake City, 31 grandchildren and 2 great grandchildren also survive.
