William J. Foley, 86, of Atchison, Kan., passed away Thursday, Dec. 20, 2007, at his home in Atchison, Kan.

Funeral Services will be 3 p.m., Saturday, Dec. 22, at the Becker-Dyer-Stanton Funeral Home in Atchison, with the Rev. Eduardo Bousson, officiating. Burial will be in the Mt. Vernon Cemetery, Atchison. Family will receive friends from 1 to 3 p.m. prior to the funeral service on Saturday.

The family suggests memorial contributions in memory of Mr. Foley be made to the Atchison United Methodist Church, American Heart Association, or Abundant Life Hospice. Condolences to the family may be left online at www.beckerdyer.com.

Bill was born on Oct. 6, 1921, in Atchison, the son of Harry L. and Sally (Pitts) Foley. He was reared in Atchison, attending Washington Elementary and graduating from Atchison High School in 1939. He attended Chillicothe Business College from 1940 through 1941. Throughout his career at the City National Bank he attended several banking schools at the University of Wisconsin.

Bill's banking career began at Bank of America in Bakersfield, Calif. He returned to Atchison in 1943 to work for the Exchange National Bank. In 1944 he began working for the Federal Reserve Bank of Kansas City, Mo. While in Kansas City, he also worked for the Trader's National Bank. Bill started working at the City National Bank of Atchison, Kan., on January 1, 1947. While Executive Vice President and after working 39 years, he retired on Oct. 1, 1983. He remained an advisory board member of the bank during his retirement.

Bill was a member of the Atchison United Methodist Church, a trustee of the church, Atchison Chamber of Commerce, and the Atchison Masonic Lodge AFAM. He was an Exalted Ruler of the Elks, past treasurer of the Bellevue Country Club, where he was a member for 50 years and he supported Atchison youth baseball for many years. After his retirement Mr. Foley especially enjoyed golfing, gardening, fishing and traveling.

Bill and Betty J. Wilkins were married on Feb. 16, 1947, in Atchison, Kan. and together celebrated their 60th wedding anniversary in 2007.

Survivors include his wife, Betty, of the home; two sons, William J. Foley, II and his wife, Cindy, of Salina, Kan. and Robert L. Foley and his wife, Debbie, of Bonner Springs, Kan.; four grandchildren and one great-grandson; one sister, Rosetta Scheibner of Topeka, Kan.; several nieces and nephews.

Bill was preceded in death by his parents; one brother, Harold Foley; and one sister, Geneva Green.
