Cordelia Elizabeth Russell was the daughter of Thomas Jefferson and Cleopatra Leanora (Donnell) Russell.

Cleopatra Leonora Donnell (b. 1848) was the daughter of Samuel Wilson Donnell (b.1810 in Wilson County, Tennessee) and Martha Willis Hearn (b. 1813 in Wilson County, Tennessee).

Thomas Jefferson was born in 1835 in Missouri and the family moved to Williamson Coiunty, Texas where they lived near Georgetown. Later, they moved to the Brownwood area and then to Ebony where she would have been a spinster if she had not met and married Charles I. Welch in 1890. Charles had lost his wife in 1887 and was fortunate to find Cordelia. Cordelia would take care of the four children from Charles' first marriage and gave birth to four of her own with Charles.

She was said to be a good mother to all even though Charles died in 1899 and she had the responsibility for all eight of the children of the combined families.. Fortunately, John Byrd, the oldest child of Charles and his first wife, was mature enough to help them with the farm and ranch in Ebony. Cordelia lived with Dewitt and Claudie for most of the remainder of her life and died on June 25, 1949.
