Charles Ibzan Welch was the son of Thomas H. and Amanda Middlebrook Welch and came to Mills County around 1878.

He married Mary Elizabeth Ratliff, daughter of Lucinda amd Archillous Ratliff, in 1877 or 1878 and they were the parents of four children: John Byrd, Ida Lacondia, Sarah Elizabeth Gerthrude and Belva E. Welch. John Byrd Welch married Stella Cordelia Edwards Clark.

John is buried in the Ebony Cemetery near Mary Elizabeth and Cordelia Welch. Mary Elizabeth died in 1887. Charles Welch married Cordelia Elizabeth Russell in 1890 and they were the parents of Armour, Ora, Dewitt and Edessa Welch. Armour married Joshua (Black Josh) Philen, Ora married Sidney Forrest Thomas, Dewitt married Claudie Lavada Johnson and Edessa married John Griffin. All, except Edessa and John Griffin and Sidney Thomas are buried in the Ebony Cemetery.

Charles was a farmer and rancher in the Ebony area until his death on February 25, 1899. He was known as a good cattleman and farmer and, according to his death notice in the family Bible, a very honest and moral person.
