He was born April 26, 1948, in Danville, the son of Walter and Mary (Cramer) Carter.
He will be dearly missed by his mother, Mary Carter; son, Blake (Jessica) Carter; daughter, Tara (Hollie) Carter; brothers, Tim (Michelle) Carter and Greg Carter; sisters, Debbie and Rita Carter; and grandchildren, Mason, Myla, Steven and Layka Carter.
He worked as a park ranger at Kickapoo State Park for several years, then later retired from the VA in 2013. Randall enjoyed fishing, hunting, the Chicago Bears and listening to old-time music. He loved spending time with his family.
A graveside service for the Army veteran will be at 2 p.m. Friday, April 20, 2018, at Danville National Cemetery, 1900 E. Main St., Danville. Visitation will be from 1 to 2 p.m. at VA Chapel, Danville.
Memorial donations may be made in Randall's name to VA Illiana Palliative Care Center.
