Son of John Harvey Bailey and wife Nancy A. Turnbo Bailey of Maury County, Tennessee, Frank was the sixth child born to this couple. He married Ella Hayes on 09 May 1889 in Montgomery County, Illinois. They had one known child, a daughter Lucille.

"Funeral services for John Frank Bailey, 83, of 458 Crescent Heights Blvd, who died Wednesday at his home, will be conducted at 1 p.m. today at the Edwards Bros. Colonial Mortuary with interment to follow in Hollywood Memorial Park Cemetery. Bailey, born in Murray (sic) County, Tennessee, was a retired grocer. He had been a resident of West Los Angeles 14 years, and leaves a daughter, Mrs. Lucille Kimball."
