Mr. Fuller was born in Louisburg, Franklin County NC, the son of Jones Fuller and Anna Long Thomas.He completed his secondary education at the Louisburg Male Academy during the Civil War and entered The University of North Carolina in 1864. After two years in Chapel Hill, he returned home to help his father with his business. In 1867 he enrolled in the University of Virginia, Charlottesville and received diplomas for English literature and moral philosophy in 1868.

Fuller's father died July 17, 1870 leaving him in charge of the business that he renamed E. W Fuller's. The following year he had the manuscript for his first book, The Angel in the Cloud. Fuller's novel, Sea Gift was published in 1873.

Fuller was interested in local politics and was elected first a town commissioner, next mayor of Louisburg and finally a Franklin County commissioner.

He married Mary Elizabeth Malone on Sept 26, 1871. Their first child, Ethel Stuart died in December of 1874 at sixteen months, inspiring several poems of mourning such as "The Last Look" and "Out in the Rain". Another daughter, Edwin Sumner (she married Asa Parham of Henderson), was born only five weeks before the author's death. He died at the age of twenty-eight
