James was the son of John Wesley Steffey & Hannah E. Nickels Steffey. He married Victoria Hobbs on December 24, 1909 in Pike County, Kentucky. They were the parents of Grover Cleveland Steffey.

He married Mary Ida Allen Coffman on August 7, 1919 in Pike County, Kentucky. She was the daughter of Keenis & Mollie Stevens Allen and the former wife of Elmer Coffman. Mr. Steffey earned his living by working as a coal miner. He passed away from the effects of pulmonary tuberculosis, with a duration of six months.
