Second son of Manassès I, Comte de Dammartin, and Constance de Dammartin, daughter of Robert II, the Pious, King of France, Hugues was born about 1042, in Dammartin-en-Goële, Seine-et-Marne, Île-de-France, France. and died about 1100.

In 1081, he founded the Benedictine priory dedicated to Saint-Nicolas, in Saint-Leu-d'Esserent, Picardy. This priory church became burial site of the Comtes de Dammartin.
