A son of William and Mary Elizabeth Withrow Hilliard, he was a member of Oerltle's Corner Free Will Baptist Church, and worked at Portsmouth Works Wheeling Steel Corp.

He married Opal Grizzell on July 14, 1923 and she survives along with their children, Opalene, Anna Marie, Vaughdene, Charlotte, Patricia and Margaurite all at home; sisters, Mrs. Sarah Allen, Mrs Katherine Payne and Mrs. Ethel Belger; brothers, Albert, Taylor and Harrison (Harry) Hilliard.

Rev. John Kemper officiated the services and burial was in Rush Township Burial Park
