He is survived by his wife Letha Simpson Phelps; his daughters Debbie (Butch) Scipper, Karen Stephenson, Leigh (Joe) Graves, and Amy Phelps; his grandchildren Emily (Lee) Anderson, Layton Scipper, Cameron (Ray) Sosebee, Anna Stephenson, Corinne Stephenson, Katherine Stephenson, and Chaz Stephenson, Bartlett Graves, Jake Graves, and Ellen Graves; his great-grandchildren Addie Scipper, Ally Kay Scipper, Abby Scipper, Emma Claire Anderson, and Josie Anderson, his sisters Daska Fulcher of Benton, Arkansas, and Helen Ann Lucas of Kansas City, Missouri, his brother Jack Phelps of Lodges Corner, Arkansas.
He is preceded in death by his parents Percy and Hazel Phelps, his sisters Carolyn Starker, Esther Rosen, Lucille Phelps, Sarah Burnette Emmerling, and his brothers Harry Phelps and Joe Phelps.
A World War II Veteran, he served in the Pacific with the U. S. Navy on the PC 783 Patrol Craft as a motorist machinist mate, second class. As a farmer, he was a pioneer of rice production in the Mississippi Delta. He served on the Board of Directors at Riceland Foods. He was a past president of the Crenshaw Lions Club and trustee of the Crenshaw United Methodist Church.
