Son of Killian Francis Winney & Mary Jane Boyce. His first wife, Ada Elizabeth Elliot died on 26 March 1896. He married Margaret Matilda Staubitzer on 25 July 1899 in Clay County, Indiana.

In 1899, P. T. Winney bought the Bridgeton Mill on the Big Raccoon Creek. The original dam was wooden. In 1913, P.T. Winney was cementing the dam across the creek. When half-completed, he died.

Children by Ada Elizabeth Elliott: Henry L. Winney, Ada Frances Winney, Carrie Leona Winney, Edith Eliott Winney, Elsie May Winney, Helen Virginia Winney, Elizabeth L. Winney and Charles C. Winney.

Children by Margaret Matilda Staubitzer: Mary Esther Winney, and one stepson, George Brake (Buried in Highland Lawn Cemetery FAG #74294547).
