U.S. Congressman. He graduated from Williams College, in 1863, moved to Warren, Pennsylvania and was superintendent of Warren County schools, in 1865. He studied law, was admitted to the bar in 1867 and commenced to practice law in Warren, Pennsylvania. He served as a trustee of Pennsylvania State College, was a member of the Pennsylvania State House of Representatives, (1870-71) and served in the Pennsylvania State Senate, (1877-78). In addition, he was elected the 2nd Lieutenant Governor of Pennsylvania, serving (1879-83) and appointed secretary of the Commonwealth, in 1887. In 1890, he was elected as a Republican to the Fifty-first Congress to fill the vacancy caused by the death of Lewis F. Watson, reelected to the Fifty-second Congress and to the next three succeeding Congresses, serving until 1899. An unsuccessful candidate for reelection, he resumed the practice of law until his death.
