US Congressman. He graduated from Hamilton College, New York, in 1840, engaged in teaching, studied law, was admitted to the bar in 1842 and commenced to practice law in Warren, Pennsylvania. He was Pennsylvania District Attorney (1846-48), a member of the Pennsylvania State House of Representatives (1849-51), served in the Pennsylvania State Senate (1857-59) and appointed president judge of the eighteenth judicial district of Pennsylvania in 1861. In 1863, he was elected as a Republican to the Thirty-eighth Congress and to the next five succeeding Congresses, serving until 1875. Not a candidate for renomination, he resumed the practice of law in Warren, Pennsylvania and was appointed Register of the Treasury by President Hayes, serving (1878-81). In 1881, he was associate justice of the United States Court of Claims and served until his death at age 74 in Warren, Pennsylvania.
