Of Arlington, VA passed away peacefully on Tuesday, January 21, 2014. Baxter was born on July 14, 1927 at Sibley Hospital to Norman and Miriam Smith. He is survived by his beloved wife of 54 years, Ruby E. Smith, and many other devoted family members. Baxter was a University of Maryland graduate, a proud member of the Terrapin Club, and a University of Maryland sports enthusiast. His accounting career at the US Geological Survey spanned 29 years. Baxter was an avid bowler and enjoyed travelling throughout the United States. A service to celebrate Baxter's life will be held on Thursday, January 30, at 1 p.m. at Arlington Funeral Home, 4510 Wilson Blvd., Arlington, VA, followed by burial at Columbia Gardens, 3411 Arlington Boulevard, Arlington, VA.
