son of William S Cheney and Mary Gates.

Thomas graduated from People's Academy (Morrisville, Vermont) in 1886, and from the University of Vermont in 1891. He first worked as an attorney in Morrisville, where he would serve his community as chairman of the Morrisville board of school directors, and a trustee of People's academy. He served as Morristown's Town Meeting Moderator for many years.

Thomas served as messenger, second assistant clerk, then assistant clerk in the Vermont Secretary of State's office from 1892 to 1906. He was Speaker of the House from 1906 to 1910.

Thomas was a President of the Vermont Insurance Federation and a Director of the Vermont Mutual Fire Insurance Company. He was also a member of the Vermont Historical Society.
