Roy is the son of Luther Franklin Browning and Lillie (Hall) Browning. He had several siblings. He married Olivia "Ollie" Mae Richards in Huntsville, Alabama on December 20, 1945. No children were born to this union.

Roy was the finest of southern gentleman and a very dedicated military man. He served in the US Army and was a Prisoner of War while serving with the 106 Infantry Division during the European Theatre. He received numerous awards and decorations during his military career while serving at various posts in the US, the Caribbean Command, the Far East, Korea, with the United Nations command and finally in Washington, D.C. He retired from the Army at the rank of a Major and went to work as a marketing director with Royal Crown Cola Corporation for 10 years. When he resigned from there, he opened Browning's Fine Art Gallery & Framing in Columbus, Georgia. He was also was very active in community affairs and local civic organizations.

Roy was very active in the local chapter of POW’s in obtaining the funds for the National POW Museum in Andersonville, Ga It was opened in 1998.
