Civil War Union Army Officer, US Congressman. He served during the Civil War in the 58th Pennsylvania Volunteer Infantry, rising to Colonel and commander of the unit. He twice served in the United States House of Representatives as a Democrat representing three different Pennsylvania Congressional Districts. He first served from 1851 to 1855, representing first the 23rd, then the 16th District. He then served from 1873 to 1875 representing the 19th District.
