Born in Carrabas County, North Carolina, Clark Howell moved to Gwinnett County Georgia at the age of nine.

At the age of 21, he married his first wife (last name Winn). There was one child from the union but it died, and his wife soon died afterwards.

He married again (last name Park of Greene County, Georgia). The union produced 5 sons (Evan, Albert, William, Clark, Charles) and 2 daughters.

He moved to Cobb County, Georgia and served in the legislature. Following the death of his second wife in 1850, he moved to Atlanta.

In Atlanta, he thrived as a businessman and land owner. He married his third wife, Mary D. Hook. They became parents of a son (Dan) and daughter. (The daughter later married Park Woodward.)

He served as a judge. It was under his supervision that Fulton County first was created.

He died after a long battle with heart disease.
